The text reads: "A thirteenth pension", meaning an extra month's state pension payment above the normal twelve. These so-called 'Christmas pensions' given out in December were very popular with elderly voters. Viera Tomanová was the Minster of Labour in the 2006-2010 government, and became well-known for her controversial remarks, most memorably that her dog had been poisoned, supposedly by journalists.
